October is budget season. It is also when the first questions about software development cost in Portugal arrive for next year, almost always in the same shape: roughly what does this cost?
The honest answer is that the question is built wrong, and not out of pedantry. An hourly rate of €35 from a supplier who needs 900 hours is more expensive than €55 from a supplier who needs 480. Quotes for the same specification routinely land three to one apart, and that gap does not come from the hourly rate.
This article collects the public numbers that exist on software development cost in Portugal, explains what each one actually measures, and shows where budgets tend to break. Every figure cited comes from a public source. None of it comes from our own projects.
What is the hourly software development cost in Portugal?
It depends entirely on who is measuring and what they are counting. Read as a single range, the published figures run from €15 to €190 for the same job title, which is nonsense. Read as different products sold in the same unit of measurement, they are coherent.
Why does the same project get such different quotes?
Because the specification almost never defines the same thing for everyone reading it. When three suppliers look at one document and return €40,000, €85,000 and €120,000, the easy reading is that two are padding. In practice it is usually something else: they are pricing different scopes because the document allowed it.
The way to compare proposals is not to compare rates. Ask every supplier for the same breakdown: hours by profile, hours by module, the assumptions made about integrations, and what happens if an assumption turns out to be wrong. The cheapest proposal that cannot answer this is not cheaper. It is less specific, which is a different thing.
What does a full project cost?
Public data on software development cost in Portugal at project level is thin. Most of it is international and published in dollars.
| Project class | Typical range | What it covers |
|---|---|---|
| Prototype | €5,000 to €15,000 | A clickable prototype. Enough to test a concept with real users before committing to a build. |
| MVP | €15,000 to €75,000 | Tightly scoped. One main flow, one user profile, no complex integrations. |
| Small to mid-sized | €30,000 to €100,000 | Where most projects land. A custom web application runs €30,000 to €150,000; an AI product of similar scope, €50,000 to €125,000. |
| Enterprise | Above €100,000 | An ERP, CRM or operations platform sits at €75,000 to €300,000, with data migration and audit requirements included. |
What does nobody put in the initial budget?
Four line items, all with public figures, all missing from most proposals. Together they change the picture completely. An €80,000 build with significant integrations and normal scope movement lands near €105,000 in year one, and €12,000 to €16,000 a year after that simply to keep what exists running.
Why does Portugal show up in these comparisons?
For a reason that is not the hourly rate, even though that is how it usually gets presented. Salary data explains the mechanism. The national median for software engineering sits between €32,000 and €40,000 in annual base pay, with directional estimates of roughly €30,000 junior, €45,000 mid-level and €65,000 senior. At the same time, the Landing.Jobs Tech Talent Trends report found that people working for foreign companies earn 48 per cent more than those doing equivalent work for Portuguese employers.
Two markets operate inside one country, which explains why published figures swing so widely depending on which platform measures them. The same report flags something relevant for anyone budgeting: salaries have entered a stabilisation phase after years of fast growth, so there is less inflationary pressure on team cost than between 2021 and 2024, with AI profiles the exception.
The real argument is not that software development cost in Portugal is low. It is that it is predictable: the same time zone as Western European clients, the same EU legal framework, the same data protection regime, without the coordination cost of a six-hour gap. None of that appears on a rate card, and all of it appears in how many hours a project takes.
How do you plan software development cost in Portugal for 2027?
Four decisions, all before the first line of code.
-
1Decide the project class before asking for prices. Prototype, MVP, production system and enterprise platform are four different conversations. Requesting quotes without settling this guarantees proposals you cannot compare.
-
2Budget three years, not one. Build, plus 15 to 20 per cent a year in maintenance, plus infrastructure. If the three-year number is not acceptable, the project is not viable, whatever the build costs.
-
3Reserve for scope movement before it happens. Between 10 and 25 per cent, according to public data. A declared reserve is manageable. A hidden one becomes a commercial dispute halfway through.
-
4Buy discovery separately. Two to four paid weeks with the supplier you are considering costs a fraction of the project and answers the only question that matters before signing: does this team understand the problem?
